University of Pennsylvania DCANET Dialup Program

Program Overview

DCANet will provide specially priced and integrated Internet dial-up PPP services to eligible members of the Penn community. This document outlines the specifics of the program, account fulfillment information, and software and support options.

A secure web site order form
To set up an account online, students, staff or faculty will visit http://upenn.dca.net/ and fill out an online form. In addition to account and billing information, a valid PAS username and password pair will also be required. PAS IDs will be re-certified on a monthly basis.

Paper order form
Paper order forms are not available. Signup under the program is by online application only. To sign up using a purchase order, select "Purchase Order" as the payment method and then enter the P.O. No. and billing information in the comments section.

Payment Options
Eligible program participants may pay for accounts under the program by credit card or purchase order. DCANet accepts MasterCard, Visa, Discover, American Express and Optima. Accounts delinquent beyond 30 days are subject to suspension or removal, at the discretion of DCANet.

Eligibility
Faculty, staff and student members of the Penn community who hold a valid PAS ID are eligible to participate in this program.

Account Creation
Once DCANet has received an online application, DCANet will create the account as specified by the subscriber. The notification method for the subscriber's DCANet username and password will be in the form of an automated e-mail message to the e-mail address supplied during the application process.

Supported Software
DCANet will support an agreed-upon set of software/instructions for the Windows 95/98, Windows NT, Windows 2000, and Macintosh operating systems. Eligible participants can obtain software from the normal Penn software distribution channels, via DCANet's FTP server, or via a telephone request to DCANet (in which case a CD will be mailed).

Connectivity Issues
Participants in this program will use DCANet's Internet bandwidth for accessing non-Penn locations on the Internet; the dedicated circuit between Penn and DCANet will be used only for packets destined for PennNet.

Pricing
Only PPP connectivity will be available under the dialup program. There is one level of PPP access being proposed: extended (360 hours per month). Pricing does not include any applicable sales tax.

All accounts include the respective hourly monthly usage (360). Additional hourly usage is billed at $0.50 per hour.

Technical Support
Under this program, technical support for installation and connectivity issues will be provided by DCANet and will be available via local 215, 610 and 302 numbers. DCANet will only provide software support for DCANet-supported software packages.

ISDN Connectivity
DCANet users with ISDN accounts can mix'n'match modem and ISDN access; that is, a dialup account will work whether a Penn community member dials in to DCANet's network with an analog modem or with an ISDN device. The sole difference (besides speed) is that 128k ISDN connect time is billed at 2 times the rate as modem access. 64k ISDN access is billed at the same rate as modem access. In other words, a Penn community member with a PPP account with a 360-hour per month limit could connect for 180 hours via ISDN before accruing additional charges. It would also be possible to purchase two PPP accounts to obtain a total of 360 hours of 128k ISDN usage. Overage charges are billed at $0.25 an hour for ISDN. 128k ISDN is supported via Multilink PPP . Some notes about ISDN and Internet Access via DCANet:
